The recession may not be good for much, but it means Fostoria is getting a bigger bang for its buck when it comes to construction projects.
Mayor John Davoli noted at Tuesday's Fostoria City Council meeting that because the bids for the street pavements came in lower than expected, the city would be able to pave more streets this year.
The apparent low bidder was M&B Asphalt Co. Inc. of Old Fort, which offered a bid of $189,181 for the 2009 street program.
Council approved an emergency ordinance requesting $60,000 to remove the old railroad ties that have been paved over on South Main Street in advance of the 2009 repaving project.
Council also heard a complaint from George Tucker regarding the enforcement of zoning ordinances and a request to investigate the transportation of trash and garbage through Fostoria in train cars.
According to City Law Director Tim Hoover, the city is trying to prevent the companies from leaving the trash-filled cars on the tracks. However, the matter is primarily a federal one and the city can make no law regarding interstate commerce, including train traffic.
"We're doing what we can, but it's like trying to tear down a rain forest with a butter knife," said Hoover.
Davoli also noted that the city had received a donation of soil from the Blanchard Valley Farmer's Co-op, which is constructing a facility on Lytle Street. The soil will be used at the green space on the corner of Tiffin and Main Streets.
Councilman Jerry Nelson announced that he had been in communication with the organizers of the Great Ohio Bicycle Adventure and Fostoria had been voted first among all visited cities in three categories: evening entertainment, alternative to camping and transportation.
Council heard the first reading of an ordinance vacating a portion of an unnamed alley in the Fourth Ward.
Council approved the following emergency ordinances:
• to appropriate $171,017 in funds for the Fostoria Metropolitan Airport FY 2009 Airport Improvement Program, Part B Extend Runway.
• to supplement the permanent appropriations for the fiscal year 2008 Community Housing Improvement Program in the amounts of $83,000 and $300,000.
• to supplement the permanent appropriations for the Fostoria Skate Park in the amount of $5,000 due to a grant received by the United Way of Fostoria.
